Frank Emerson is an accomplished leader in U.S. national security and foreign policy matters, serving with the U.S. Central Intelligence Agency and the Department of State. He has a command of worldwide operations, diplomacy, and crisis management while building and leading diverse and collaborative teams to counter national security threats. Emerson mastered the intelligence process to support Presidential policy making by bridging CIA operational planning and White House decision making and writing for the President’s Daily Brief.
As a consultant and professor, he advises, educates, and speaks on national security, intelligence operations and analysis, and international law. Emerson excels at building international programs with foreign partners to maximize results. As a senior intelligence officer in South America, he led an Intelligence Fusion Center where he forged 14 federal agencies to disrupt and dismantle terrorist and drug trafficking organizations.
As a U.S. diplomat and international lawyer in the Netherlands, he led legal and policy engagements to enhance international criminal prosecutions. As an advisor to the White House’s Atrocities Prevention Board, he advanced strategic objectives to prevent world-wide mass atrocities, while brokering grass roots international cooperation. After 9/11, he served on the leadership team that stood-up the National Counterterrorism Center, expanding information sharing to protect the U.S. homeland.
He has a Juris Doctor, Master of Public Policy, Bachelor’s in Government and Politics, and professional competency in Spanish and Dutch.
